Zimbabwe’s government has admitted it broke the law for the past five years by not giving provinces and local councils the five percent of national revenue required by the Constitution.
Speaking in Parliament , Deputy Finance Minister Kudakwashe Mnangagwa said Treasury had failed to meet this legal obligation due to money problems, while also saying some councils have not followed the rules needed to receive the funds meant for roads, clinics, and water systems, though he promised the government is working to fix the situation.
Mnangagwa told Parliament that Treasury has failed to pay the mandatory five percent of national income to lower levels of government. The Constitution demands this money be set aside each year for development projects in provinces and towns.
The funds are meant to build roads, improve clinics, fix water systems, and upgrade other public infrastructure across the country.
Kudakwashe Mnangagwa blamed the shortfall on financial difficulties.
