Rtd ZDF commander Gen Sibanda appointed into Politburo amid power struggles

President Emmerson Mnangagwa has appointed retired Zimbabwe Defence Forces (ZDF) commander General Philip Valerio Sibanda to the ZANU-PF Politburo, the party’s highest decision-making body.
This move immediately follows a series of military leadership changes announced in late 2025 and early 2026, which saw Emmanuel Matatu rise to lead the army
His appointment comes amid internal succession battles in the ruling party over the Constitution Amendment Bill No.3 that seeks to extend Mnangagwa’s current term by two years.
The appointment of Gen (Rtd) Sibanda to the party structure has previously raised questions regarding Section 208(2) of the Constitution of Zimbabwe, which limits serving security officers from participating in partisan politics.
Analysts often interpret these appointments as a strategy to secure the loyalty of the military and secure, or “insulate,” the ruling party’s power, particularly given the close relationship between the appointees and the President.
These appointments solidify the influence of senior military personnel in the upper echelons of the ZANU-PF party leadership, a characteristic feature of Mnangagwa’s administration
