Parly acknowledges ZINARA’s progress on implementing AG’s recommendations

PARLIAMENTARY Portfolio Committee on Public Accounts has taken note of the Zimbabwe National Roads Administration’s (ZINARA) commitment in implementing recommendations made by the Auditor General.
The latest PAC report of the ZINARA Auditor General’s report on State Owned Enterprises and Parastatals for the year ended, December 2023, said significant progress was made to address anomalies.
“The Administration made progress in addressing audit findings raised by the AuditorGeneral in her 2021 and 2022 annual reports, including outstanding issues from the 2021 report. The Auditor-General raised three (3) audit findings in her 2022 Annual Report and followed up on three (3) findings that were outstanding from her 2021 Annual Report.
“Of these, three (3) audit findings were fully addressed, two (2) were partially addressed, and one (1) finding remained unaddressed,” the report said.
On Vehicle Licensing Database, PAC said while all the issues have not yet been addressed, significant progress has been made .
The Administration said it is is working closely with the Central Vehicle Registry (CVR), which maintains the vehicle licensing database.
ZINARA told the committee that staff levels have since surged to cater for direct control of the revenue collections as opposed to reliance on agency services.
The Director of Finance stated that tailgating is primarily committed by commuter omnibus operators and informal taxis (“mushikashika”). ZINARA introduced penalties ten times the standard fee to deter this behavior.
A permanent solution involves relocating the tollgate outside residential areas, and ZINARA has engaged CMED to construct a new toll plaza with better security features.
