Harare Council HR director in trouble for leaking interview questions

HARARE City Council’s Human Capital Director (HCD), Mr Jabulani Duve, has come under scrutiny following allegations that he was rewarded with a trip to Cape Town after allegedly leaking interview questions to a candidate who went on to score 98 percent.
The claims, which have stirred debate within the council and among residents, raise fresh concerns over transparency and fairness in the recruitment of senior officials at Town House.
The information was leaked by sources within the council, alleging that the candidate in question performed exceptionally well during interviews after being furnished with prior knowledge of the questions, prompting suspicions of undue influence in the selection process.
“The individual was given interview questions in advance and went on to score 98 percent, which immediately raised eyebrows among those familiar with the process,” said a source who declined to be named.
“We believe that Human Resources and General Purposes Committee has been rewarded with foreign trips and other workshops where they have been paid huge amounts of money, especially ahead of key human resources decisions as a way of manipulating the scoring system.”
The same sources further allege that the HCD later travelled to Cape Town, South Africa, with an allowance amounting to US$3 691, in what has been described as a reward linked to the outcome of the recruitment exercise.
He is also under fire following allegations of nepotism, with senior management accused of employing their own people at the expense of internal workers.
The workers, especially from the department of the Community Services department, are angry that the council advertised an internal job that was allegedly meant to be filled by their employees.
Some claim that, rather than at least shortlisting the internal candidates, nothing meaningful was done.
