The Constitution of Zimbabwe Amendment No. 3 Bill (CAB 3) has officially become law following Presidential assent and subsequent publication in the Government Gazette.
The new law introduces major legal and structural adjustments to the country’s national governance framework.
The passage of CAB3 introduces significant structural overhauls to the governance of Zimbabwe.
- Term Extensions: Extends the term limits for the Presidency, members of Parliament, and local councillors from five to seven years. This shifts the next expected general election cycle and effectively allows the current administration’s tenure to run until 2030.
- Indirect Presidential Elections: Eliminates the direct popular vote for the presidency, transitioning instead to a joint parliamentary selection process where MPs elect the Head of State.
- Abolition of the VP Succession Rule: Repeals the previous constitutional requirement where the Vice President would automatically fill a presidential vacancy.
- [ZEC Electoral Changes: Gives the Zimbabwe Electoral Commission (ZEC) explicit responsibility over the oversight of presidential selection inside Parliament.
- Expanded Senate Powers: Permits the President to appoint 10 additional senators in consultation with Parliament.
