Warren Chiwawa  lands  Harare’s second most powerful position

ADVOCATE Warren Chiwawa has been appointed as the new substantive Chamber Secretary for Harare City Council, following a competitive selection process that began over two years ago.

 This appointment was confirmed in a letter dated February 2026, signed by the Local Government Board chairperson, S. Chakaipa.

The Local Government Board conducted interviews with three shortlisted candidates on December 19, 2025. After thorough deliberations, the Board determined that Chiwawa stood out from the others due to his extensive experience and expertise.

According to the letter, the Local Government Board passed Resolution Number LGB 039/5, exercising the powers granted under Section 123(e), and sections 133 and 135 of the Urban Councils Act (Chapter 29:15), which authorized the appointment. The letter further notes that should Chiwawa decline the position, the post may be re-advertised by the Council.

Chiwawa’s appointment follows a close contest with some of the country’s top legal professionals. Among the other candidates were former Chitungwiza Municipality Chamber Secretary Charity Maunga, Harare City Council’s Legal Officer Alice Zeure, acting Legal Manager Ernest Mushava, and Angeline Mudada, Head of Legal and Company Secretary at the Ministry of Sports and Recreation.

The selection process was carried out in multiple phases, culminating in a final round where the remaining candidates faced the Local Government Board.

Chiwawa is highly qualified, holding a Bachelor of Laws (LLB) from the University of Zimbabwe, a Master of Business Administration (MBA) in Strategic Management from the National University of Science and Technology, and a Master of Laws (LL.M) in International Law from the University of Zimbabwe.

He currently serves as the Chairperson of Rufaro Marketing Board and as a director and board member at Sunshine Development Pvt Ltd. His career also includes serving as a Senior Law Officer in the Attorney General’s office, where he was in charge of legislative drafting, before transitioning to the cotton industry as a legal adviser.
