Confusion as Chiwenga blocks ZEC from conducting by elections

VICE President Constantine Chiwenga who also doubles as Health Minister has gazetted new regulations which blocks the Zimbabwe Elections Commission (ZEC) from conducting by- elections to fill in vacancies within the local authority and house of assembly.

The latest regulation fly in the face of preparations being made by ZEC to fill in all the vacancies which arose during the period.

Many of these vacancies were created by recalls being made by the MDC-T’s Thokozani Khupe faction following a Supreme Court ruling which did “ousted” the incumbent Nelson Chamisa from the party’s helm.

“Pursuant to subsection (2) , the holding of any by-election to fill a casual vacancy in Parliament or in a local authority is, for the duration of the period of the declaration of Covid19 as a formidable epidemic disease suspended.

“If such vacancy occurred while such declaration is in force, no part of the period from the date of such vacancy to the date of the end of the declaration shall be counted for the purposes of section 158 (3) of the constitution,” reads SI 225 A of 2020 released Friday.
