Harare — President Emmerson Mnangagwa is set to officially open the Fourth Session of the 10th Parliament on Tuesday, delivering a high-stakes State of the Nation Address that anchors the government’s executive agenda on newly established seven-year political terms.

The official opening proceeds in the wake of the historic enactment of the Constitution of Zimbabwe Amendment (No. 3) Act, 2026. The landmark statutory overhaul formally replaces the previous five-year electoral cycles with a seven-year framework spanning the presidency, Parliament, and local authorities, applying transitional provisions directly to the current administration.

The constitutional amendment cleared the legislature following intense parliamentary opposition, securing a two-thirds majority of 226 against 41 in the National Assembly and 75 against 4 in the Senate. Ahead of Tuesday’s address, the preceding parliamentary term delivered core statutory additions, including the Intra-African Trade Fair Coordinating Office Entities Hosting Agreement Act, the Insurance and Pension Amendment Act, and the Medical Services Amendment Act.

Lawmakers now face an aggressive legislative schedule structured around the expanded governance framework, with executive priorities targeting structural economic consolidation, resource beneficiation, and state administrative reforms.
