Harare Councillors Accused of Threatening Chamber Secretary Over Allowances

Two City of Harare councillors have been accused of threatening Acting Chamber Secretary Warren Chiwawa with death after he refused to approve allowances for a recent trip to Victoria Falls.
Councillors Zodiac Duri and Austin Munamba allegedly confronted Chiwawa in his office, demanding payment for travel and subsistence linked to their attendance at the COP15 Convention. Chiwawa declined, stating the councillors had travelled without ministerial approval and that authorising the allowances would breach a directive from the Ministry of Local Government.
The councillors are further alleged to have issued unspecified threats before leaving his office. Their absence from a subsequent full council meeting has fuelled suspicion that the confrontation was intended to intimidate him.
Speaking during the meeting, and later in an interview with ZiFM Stereo, Chiwawa confirmed he planned to report the matter to the police and the Ministry of Local Government. He urged councillors to raise grievances through formal channels, such as the Chief Whip or the Mayor, rather than resorting to intimidation.
